China Developers Offering Home Buybacks in Weakest Markets

Property developers in two of China’s weakest housing markets are offering to buy back homes above the purchase price to boost sales as demand slows.
In Hangzhou, where home prices fell the most in May among 70 Chinese cities watched by the government, Shanheng Real Estate Group is giving homebuyers an option to sell back their apartments in five years for 40 percent above the purchase price. In Wenzhou, DoThink Group is offering to repurchase homes at three of its projects for 120 percent of the purchase price after three years.
The offers are the latest strategy by developers across China, including reducing prices, delaying project launches and offering incentives to potential buyers, as they seek to maintain sales targets. Prices of new homes fell in May from April in half the 70 cities tracked by the government, the largest proportion since May 2012, according to government data. A more persistent and sharper downturn in the property sector is the biggest risk for China’s economy in the next couple of years, according to UBS AG.
“Obviously they’re relatively cash-thirsty,” said Dai Fang, a Shanghai-based analyst at Zheshang Securities Co. “If it works, there surely will be other developers following suit.”

China’s home sales slumped 10.2 percent in the first five months of this year from the same period a year earlier amid tight credit and an economic slowdown, reversing last year’s 27 percent jump. The average new-home price in 100 cities tracked by SouFun Holdings Ltd. fell 0.5 percent in June from the previous month, accelerating from the 0.3 percent decline in May that ended 23 consecutive months of gains.

Purchasing Power

For closely held Shanheng Real Estate, which is controlled by Shanghai-based clothing maker Shanshan Group Co., the buyback offer helped attract more than 1,000 potential buyers to its Yishanjun project, meaning “mountainside homes” in Chinese, a half-hour drive from downtown Hangzhou during the three-day Dragon Boat Festival holiday that ended June 2.
More than 50 of the at least 100 units eligible for the buyback were sold, exceeding the project’s total sales in the first five months of the year combined, according to the company’s President Xiao Jixiao.
“The five-year buyback helped a lot of people who wanted to buy make up their minds,” Xiao told Zhejiang Online in an interview, according to a video posted on the news website affiliated with the Communist Party’s local commission in the eastern province of Zhejiang. “The purchasing power in the market remains very strong.” The Shanghai-based developer declined to comment when contacted by phone.

Uncertain Outlook

Yishanjun is selling at an average price of 7,000 yuan ($1,126) a square meter (10.76 square feet), down from 9,000 yuan last year, according to sales information on Sohu.com Inc.’s real estate website.
New-home prices in Hangzhou, capital of Zhejiang province and popular with tourists for its West Lake, fell 1.4 percent in May from April amid high inventories, the biggest decline among the 70 Chinese cities tracked by the National Bureau of Statistics.
Slowing sales in Hangzhou are already hurting some of the city’s other developers. Standard & Poor’s cutZhong An Real Estate Ltd. (672)’s long-term corporate credit rating to B- from B in a June 27 report, citing “worsening operating conditions,” particularly in the developer’s biggest market of Hangzhou that are likely to weaken cash flows.

‘Root Cause’

Hangzhou-based DoThink Group said it is offering to buy back more than 200 apartments in Wenzhou, ranging from 70 square meters to 190 square meters, through private equity unit Kylin Investment Management Co.
The closely held developer has built more than 10 million square meters of homes and office buildings since 1993.
“Many developers have tried various marketing methods to get cash back, but they all missed the root cause” of falling home sales, Kylin’s Chief Executive Officer Huang Dong said by phone from Hangzhou. “The key is lack of confidence and the uncertain outlook” of the property market.

Underground Lending

A Kylin-managed fund will sign agreements to buy back homes after buyers pay the full price and hold the property for three years, a measure that can prop up confidence in the value of the properties, Huang said.
The company raised 200 million yuan in May from investors for a three-year property fund that will agree to buy the apartments at 120 percent of the current selling price, he said. That level is still profitable because the projects’ land and construction costs were low after the local property market declined in the past few years, enabling the projects to be priced competitively, Huang said.
The average new-home price in Wenzhou, known for pioneering local entrepreneurs, has slumped 35 percentsince its peak in November 2011 after a thriving underground lending market collapsed, while the national average climbed 12 percent in the period, according to SouFun, China’s biggest real estate website owner.
Prices in Beijing jumped 40 percent during the period and surged 19 percent in Shanghai, according to SouFun.

Sales Targets

“Given rising sales pressure, we expect developers to offer more attractive pricing” in the second half of the year, Barclays Plc’s Hong Kong-based property analysts led by Alvin Wong wrote in a report June 24.
Contracted sales as of May 31 at 28 developers tracked by Barclays accounted for only 30 percent of their full-year targets, suggesting they can only complete 36 percent in the first half, “significantly lower” than the 47 percent a year earlier, the analysts wrote in a June 12 report.

Shanghai Yuehe Real Estate Co.’s construction of mixed-use residential and commercial project in the city was halted last month after the closely held company couldn’t find sufficient funds, and the project was frozen by a court, two government officials familiar with the matter said last week.

Prolonged Downturn

About 120 miles away in the eastern city of Fenghua, Zhejiang Xingrun Real Estate Co. became insolvent in March with 3.5 billion yuan in debt, and its founder was detained for illegal fundraising, a local official said at the time.
To combat the weaker market in Guangzhou, in the southern province of Guangdong, almost 20 housing developments rolled out no-down-payment plans to boost sales, Nanfang Daily, Guangdong’s official Communist Party newspaper, reported in April, as government agencies in Guangzhou and Shenzhen issued warnings against the practice.
China’s property market downturn this time will be more prolonged than the last two corrections, Tom Byrne, a senior vice president at Moody’s Investors Service, said at a conference in Shanghai June 19. A 10 percent drop in property sales and building construction will lower the country’s economic growth rate to between 5 percent and 6 percent, he said.

Spain’s worst defeat since a 1963 reverse to Scotland, this was more than a setback. This was a humiliating, humbling capitulation, a defeat that asks as much about the mental fortitude of Vicente del Bosque’s team as it does their hapless defending.
Some defeats in sport represent more than the loss of a solitary contest and this was one of them. This was a 7&6 in Ryder Cup singles, an Ashes defeat by an innings, a round one knockout in Vegas. Some teams would not recover from this. It remains to be seen if Spain can.

Holland were brilliant. So hungry as to be ravenous and driven relentlessly forwards by the mesmeric talents of Robin van Persie and Arjen Robben.
The upshot was one of the World Cup’s most startling results. We all remember Argentina’s loss to Cameroon in 1990, France succumbing to Senegal in Seoul 12 years later. In the very same way, we will remember this.
Taken in isolation, the result was staggering enough. Spain 1 Holland 5. Say it slowly to make sure it’s real.
What made this even more remarkable, though, was the way that it happened. Moments before half-time, Spain were a goal ahead and cruising. Had David Silva scored when played clear at this time the champions probably would have won.
Fast forward an hour, though, and Spain were on their knees. In their eyes they had the shocked look of street mugging victims. Holland scored five and could have scored eight. Iker Casillas – who had a dreadful night – produced a stunning double save late on, while Wesley Sneijder fell over when it looked easier to score.
'In the end, it could have been six, seven or eight,' said Van Persie. 'But, really, it couldn’t be better.'
Ultimately, the only thing that saved Spain was the full-time whistle. Back in the quiet of the dressing room, they will have looked at each other and seen faces they did not recognise staring back.
The highlights reel will, of course, show them scoring first. Once again there was controversy about it but few will care now.

Forward Diego Costa turned in the penalty area, placed his foot on a defender’s leg and was given a penalty. It was a poor decision but Xabi Alonso struck the kick to the right and Spain had a deserved lead.
For a while, all was normal. Costa was struggling but it didn’t seem to matter. Xavi and Silva enjoyed a good 15 minutes and Spain looked likely to score again.
Had they done so, Holland couldn’t have complained and Silva’s miss – trying to chip the goalkeeper – was certainly pivotal as within a minute or two the Dutch were level.
Dutch left back Daley Blind’s pass from deep across field to Van Persie was certainly a good one. Spain failed to move out as one and the Manchester United forward was onside. Briefly he looked as though he may control the ball but ultimately he threw himself forwards and the header that arched above and beyond Casillas was as good as you will see.
On terms at half-time, Holland would have taken a draw.  As it transpired they emerged to humiliate Spain. The Dutch simply can’t have had a better 45 minutes of football.
The second goal, in the 53rd minute, started with Blind once again. This time his target was Robben and the manner in which the Bayern Munich star controlled the ball to turn back inside Gerard Pique and score was wonderful.

HELL SALVADOR FOR SPAIN

It was Spain’s heaviest defeat since Scotland beat them 6-2 in 1963.
Portugal beat them 4-0 in 2010.
Spain last conceded three in Brazil in the Confederations Cup final last June (lost 3-0 to Brazil (Fred 2, Neymar).
They last conceded two to Group B rivals Chile in a friendly in September.
They lost WC opener to Switzerland in 2010 (0-1, Gelson Fernandes).
The Dutch have scored as many goals against the World Champions as they did in both their qualifying games against Andorra combined (5)
As the rain fell hard, Spain sought answers. Del Bosque appeared briefly to urge them to lift their heads but they couldn’t. He made substitutions but they didn’t work. The direction of the game was set, the die cast.
Goal three was a tough one. Casillas’ attempt to gather a corner was impeded by Van Persie but he simply needed to be stronger and as the ball disappeared over his head, Stefan de Vrij bundled it in on the goal line.
Here on Friday night, Casillas looked like a goalkeeper in need. He looks not to have recovered from his poor showing in last month’s Champions League final and it will be interesting to see if Del Bosque drops him next week and, if so, who out of David de Gea or Pepe Reina comes in.
'I won’t blame individuals,' said Del Bosque. 'But we must improve. We cannot go under.' 
Certainly what happened in the 72nd minute wouldn’t have helped Casillas’ cause. Trying to control a simple back pass, the goalkeeper only managed to present the ball to Van Persie and goal No 4 was poked in to the empty goal as Holland took events from the surprising to the simply unforgettable.

On the Dutch bench, coach Louis van Gaal smiled and tried to look phlegmatic.
'We can get better, without a shadow of a doubt,' he said later.
Del Bosque, meanwhile, placed a towel across his knee as the rain fell. He may well have placed it over his head.

    Chicago Colder Than South Pole as Frigid Air Clamps Down


    Frigid air clamped down on much of the U.S., giving Chicago a morning temperature lower than the South Pole and breaking records across the country amid disruptions to road, rail and air transport.
    Chicago, which yesterday reached a new low for the date of minus 16 (minus 27 Celsius), hovered at 3 degrees at 4:51 p.m. local time, according to the National Weather Service. It was 9 degrees in New York, where temperatures earlier broke a record for Jan. 7 set in 1896, the agency said.
    “Today is a brutal day, and there is no way around it,” said Tom Kines, a meteorologist with AccuWeather Inc. inState CollegePennsylvania. “One of my colleagues pointed out to me that the South Pole this morning is 6 below. That means places like Chicago, DetroitCleveland and Pittsburgh, all those places are colder than the South Pole.”
    It may be the coldest day in 20 years, forecasters said. The cold is part of a pattern of extreme weather that occurs every decade or so and has been plaguing the U.S. with temperature swings from mild to freezing for more than a month. It extends across the upper Midwest into the South and eastward to the Atlantic, Kines said.
    The Minnesota towns of Embarrass and Brimson had recorded the lowest temperature in the contiguous U.S. as of 1 p.m. with readings of minus 35, the Weather Prediction Center in College Park, Maryland, reported.

    Citrus Crops

    “It’s amazing, the only part of the U.S. east of the Mississippi that’s above freezing is the southern two-thirds of Florida,” said Bruce Terry, a meteorologist with the center. “Today is the coldest day for a large chunk of the U.S.”
    West of the Mississippi, the only places getting above freezing were the Southwest from Texas to California and then up the Pacific Coast to the Northwest, Terry said.
    The worst cold apparently missed citrus regions of Florida, Dale Mohler, an AccuWeather meteorologist, said today. A surge in energy demand pushed power in Texas to more than $5,000 a megawatt-hour yesterday for the first time and caused disruptions to oil refineries and pipelines.
    Chicago Public Schools, the third largest U.S. district, closed for a second day in a row because of cold weather, according to a system statement. Schools will probably open tomorrow for the city’s 400,000 students if temperatures rise.
    The frigid weather put a stranglehold on transportation routes around the country, including the New York State Thruway in the western part of that state. Parts of Interstates 65 and 84/94 in Indiana were closed yesterday, according to the State Police there.

    Flight Cancelations

    As of 6:47 p.m. New York time, 2,610 flights had been canceled in the U.S. today, said FlightAware, a Houston-based tracking service.
    Amtrak stopped services on 22 trains in and out of Chicago, according to a statement from the government-owned passenger railroad. The rail line also reduced operations from New York toBoston and canceled trips on other routes.
    A pool of warm water just south of the Gulf of Alaska has contributed to the creation of a ridge of high pressure over that part of the Pacific, said Matt Rogers, president of the Commodity Weather Group LLC in Bethesda, Maryland. That ridging set off a chain of events resulting in cold air being pumped into the U.S., he said.
    “You push a lot of warmth to the north and you have to push a lot of cold further south somewhere else,” Rogers said.

    Jet Stream

    The cold air rides south on a dip in the jet stream that has drawn extremely cold polar air deep into the heart of the country, said James Aman, senior meteorologist with Earth Networks in Germantown, Maryland.
    “It is certainly out of the ordinary,” Aman said. “We get these more extreme weather patterns once every five or 10 years, so it isn’t a sign of the end of the world or anything like that.”

    The entire process then resets itself and temperatures in the U.S. rise, which is going to happen through rest of this week into the weekend, Rogers said.
    “It has been like this all winter,” Rogers said. “This is the pattern of the winter, it has been a high-deviation winter.”
    Yesterday, as snow and blizzard conditions moved across parts of the Midwest, record lows for the date were set or tied across the northern tier of the country. The low of minus 13 in Fort Wayne, Indiana, beat the old mark of minus 12 in 1970, according to the weather service. In Burlington, Iowa, the mercury fell to minus 14, which was also reached in 1970.

    Georgia Cold

    Atlanta’s low today settled at 6, breaking the old daily record of 10 in 1970. Athens, Macon and Columbus, Georgia, also set records for the date, according to the weather service.
    Wind chills dropped past 60 degrees below zero yesterday. Conditions were warmer today, with chills past 40 below, according to a Plymouth State Weather Center map.
    The cold has been offset by a ridge in the western Atlantic that has pumped warmer air up the Eastern seaboard a number of times this season and has kept temperatures in Florida higher than normal until this week, Terry said.
    As the cold recedes, the southern U.S. will benefit from that warm ocean air, which may push its way up into the mid-Atlantic and Northeastern states by next week.

    Demand Value

    In one measure of the cold, the natural gas-weighted heating degree days value was expected to be 47.5 today, according to Commodity Weather Group, beating the century’s previous high of 45.1 set on Jan. 16, 2009. Natural gas-weighted heating degrees subtract the daily average temperatures in cities nationwide from 65, then weight the totals based on population and use of the fuel for heating.
    Grid operators from the mid-Atlantic states through the central U.S. warned of tight operating conditions as the bitter cold boosted demand.
    PJM Interconnection LLC, the largest U.S. electric grid, said demand across its 13 states surged to a winter record of 138,600 megawatts early today and would reach 140,000 megawatts. Voltage on the grid was reduced by 5 percent today to cut use, while more than 61 million consumers from Washington to Chicagowere asked to conserve.
    Electric Reliability Council of Texas Inc., grid operator for most of the state, asked users to conserve power. Spot wholesale power on that grid reached $5,000 a megawatt-hour yesterday.

    Gas Prices

    Spot gas prices for today surged to a record for New York City of $90 per million British thermal units and reached 10-year highs on other parts of New England and the mid-Atlantic region in IntercontinentalExchange trading yesterday.
    “I’ve never seen anything like it; this is some pretty extreme cold,” said Tom Hahn, vice president of U.S. power derivatives at ICAP Energy LLC, a broker in Durham, North Carolina. “We are definitely seeing that reflected in the market, but it’s going to be short-lived. The expectation is that by Wednesday and Thursday it’s going to be cold but it’s going to be back closer to seasonal temperatures.”
    Exxon Mobil Corp. (XOM) and Valero Energy Corp. (VLO) had failures at refineries in Illinois and Tennessee because of cold temperatures, according to separate filings with the U.S. National Response Center. PBF Energy Inc.’s Paulsboro, New Jersey, refinery lost power and Marathon Petroleum Corp. shut several units at its Detroit plant because of extreme cold.
    The cold air blowing across the Great Lakes may bring 24 inches of snow to parts of western New York by tonight, according to the weather service.
    New York Governor Andrew Cuomo declared a state of emergency in 14 counties, telling reporters on a conference call that a “truly extraordinary” weather event was expected.
    Temperatures in New York are expected to bounce back to 51 by this weekend, according to the weather service. On Jan. 13, the high may reach 55, said MDA Weather Services in Gaithersburg, Maryland. Chicago’s high may reach 39 by Jan. 10 and Washington 61 by Jan. 13, according to MDA.
